You describe a growing flaw of many CIO’s and their managers – not proactively educating the functional managers on how to purchase applications or cloud services to avoid situations like you described. We all know you can’t stop users, nor should you. So why not educate them so they can avoid the pain and waste of false starts.

The best asset you can have is a blank piece of paper and time with everyone. If at the outset you sit down with all parties and jot down what you have what you absolutely need and what you would like. It’s amazing how often everyone’s requirements align they just don’t know it. IT want to minimize user support and help desk calls, users want a simple and easy to use system and both want stability and reliability. Talking early on will often minimize the possibility of people trying to protect their ‘fiefdoms’
